bullying in pre-school and in the early primary years. Once the

report of the Young Offenders' Pilot Program 
Young offenders represent one of the most disadvantaged groups of
young people in our community, with many experiencing multiple disadvantage
through limited schooling, low literacy, substance abuse problems,
low self esteem, homelessness, family breakdown, unemployment and
poverty. The purpose of the program was to trial and evaluate a
model of coordinated intensive support for young offenders and to
contribute to policy. Seven pilot projects began in 1999, in conjunction
with governments in Victoria and Queensland. The pilot was extended
to Western Australia and the Northern Territory in 2000 with a further
